CAPT Jeff Lamphear is a native of Livonia, Michigan. He received his commission through the Nuclear Enlisted Commissioning Program after completing a Bachelor of Science in Engineering Mechanics at the University of Wisconsin – Madison.

CAPT Lamphear is currently serving as Commanding Officer of Naval Reserve Officer Training Corps Unit at Miami University in Oxford, Ohio.
His command tours include TRIDENT Training Facility, Kings Bay (Jul 2019 – Jul 2021) and USS HELENA (SSN 725) (Jul 2012 – Jun 2015). During his tour on HELENA, he and his crew deployed twice conducting operations in EUCOM, CENTCOM and PACOM Areas of Responsibility (AOR). His crew earned the Battle Efficiency and Engineering Excellence Awards, and was awarded the Meritorious Unit Commendation for outstanding performance while deployed.

His other operational tours include: Operations Officer (N3) on the Staff of Commander, Carrier Strike Group TEN; Executive Officer of USS NORFOLK (SSN 714); Engineer Officer of USS TOPEKA (SSN 754); Sea Combat Commander Watch Officer and planner on Staff of Commander, Destroyer Squadron FIFTEEN; and Division Officer on USS PITTSBURGH (SSN 720). During these tours he deployed eight times to PACOM, EUCOM, and CENTCOM AORs, participating in Operations Allied Force and Enduring Freedom and the Global War on Terror.
His shore tours include: Advanced Programs Branch Chief in J-8 Directorate on staff of Commander, U.S. Strategic Command; Concepts Action Officer on staff of Commander, Navy Warfare Development Command; and Squadron Engineer on Staff of Commander, Submarine Squadron FOUR.

He is most proud of the accomplishments of the outstanding crews with whom he has served. These teams have earned multiple Unit Commendations and Expeditionary Medals, USS TOPEKA was awarded two Battle Efficiency and two Engineering Excellence Awards, and USS NORFOLK was awarded the Arleigh Burke Fleet Trophy. CAPT Lamphear’s personal awards include the Legion of Merit.

CAPT Lamphear was recognized by the Navy League with the 2005 ADM Lockwood Award for Professional Excellence.
