Rear Admiral Marc F. Williams is a U.S. Navy Reserve officer and civil engineer with more than 25 years of naval construction and leadership experience. He serves as Deputy Commander of the Navy Closure Task Force–Red Hill in Hawaii, supporting the Navy’s work to safely close the Red Hill Bulk Fuel Storage Facility and protect the surrounding environment and water resources. Recent Navy and federal documents continued to identify him with the Red Hill project in 2025.

A native of La Mesa, California, Williams graduated with merit from the United States Naval Academy in 1998 with a Bachelor of Science in Ocean Engineering. He also earned a Master of Business Administration from the University of Cincinnati, giving him a strong connection to the Greater Cincinnati community. He is a licensed professional engineer in Virginia, a certified Six Sigma Green Belt and a designated Seabee Combat Warfare Specialist.

Throughout his career, Williams has held operational, engineering and command assignments with Navy construction units and facilities organizations. His deployments have supported humanitarian and military operations, including Joint Task Force Shining Hope, Task Force Falcon, Operation Iraqi Freedom and Operation Enduring Freedom. He previously commanded Naval Mobile Construction Battalion 14 and the 1st Naval Construction Regiment.

His military decorations include the Legion of Merit, three Meritorious Service Medals, the Joint Service Commendation Medal, three Navy and Marine Corps Commendation Medals, two Navy and Marine Corps Achievement Medals, the Army Achievement Medal and numerous unit and campaign awards.
